The California Energy Commission is now accepting applications for round five of the CalSHAPE Ventilation Assessment Program. Funds are available to conduct retro-commissioning,  purchase equipment, and deploy a formal strategy supporting safer air.

FUNDING CAPS

  • Tier 1 (fewer than 1,000 students) -$2M

  • Tier 2 (between 1,000 and 5,000 students) - $4M

  • Tier 3 (more than 5,000 students) - $6M 

ELIGIBILITY

The approved site budget will not exceed the caps listed above for each item, unless otherwise stated in the notice of funding issued by the CEC.

DIRECT CONSTRUCTION COSTS

  • Materials and labor for HVAC repair, upgrade, or replacement

  • Ductwork repair, replacement, or installation

  • HVAC system controls and thermostat

  • Other direct construction fees

BASE PROJECT COSTS

  • Project management

  • Grant application related work

  • Final reporting

  • Third-party consultant fees

DESIGN CONTINGENCY FUNDS (HVAC SYSTEMS REPLACEMENT ONLY)

50% of the direct construction costs calculated for HVAC system replacements and for electrical and structural modifications to the buildings at the site. The electrical and structural modifications must be necessary to perform the repairs, upgrades or replacements approved as part of the Upgrade and Repair Grant project.

 

25% of the direct construction costs calculated for HVAC system replacements for additional equipment or systems necessary to make the HVAC systems functional or more energy efficient,including but not limited to: 1) building management systems, 2) economizers, 3) UVGI systems.

 

20% of the direct construction costs calculated for HVAC system replacements for architectural and engineering design services by licensed professional, as defined in the glossary.

 

5% of the direct construction costs calculated for HVAC system replacements for DSA project approval.

*Calculation based on an example site: A school with 20 HVAC systems, 5 tons each, that will be replaced and 10 HVAC systems, 5 tons each, that will be repaired as part of the Upgrade and Repair Grant project.

Upgrade and Repair Grants Require Licensed Professionals

Many grants are available for additional funding to make cost-effective energy efficient repairs, upgrades or replacements.  They must be documented in an HVAC assessment report and recommended by a licensed professional. Items that require a licensed professional may include:

  • Repairs, upgrades or replacements to meet minimum ventilation and filtration rate requirements. 

  • Electrical, mechanical and structural system upgrades. 

  • Mechanical acceptance testing and commissioning.

  • Correct any deficiency, as noted in HVAC Assessment Report.

LifeWings Will Do the Work and Apply for Grant Money

California Government Code 4217.10 grants public agencies the ability to award contracts for “conservation services” without resorting to the typical competitive bid process. All pre-1994 valves and fixtures may be replaced at no cost to the district, including the cost of demolition and removal of old fixtures. There are no matching fee requirements or copayments. It does not matter if the buildings have otherwise been remodeled or upgraded. All work is union shop and American made.

It covers:

  • Sinks

  • Faucets

  • Toilets

  • Urinals

  • Some Dishwashers

LifeWings will verify hardware status and report findings so you can obtain the dollars for replacements.
